The leader of the Qinglong Hall, An Rulong, relies on his men to act recklessly, plundering and burning, leaving the Shandong region ravaged and never at peace, which is why the "Shandong Bandits" evoke terror in all who hear their name. The wandering hero, Yan Tieyi, returns to the small town of Luzhai to seek his girlfriend, Tie Lingling. He encounters the one-legged wolf, the vice leader of the Shandong Bandits, along with Yan Luo Dao and Ma Dahai. Driven by a sense of obligation, Yan takes action, killing Du and Yan, with only Ma managing to escape. Escorting a shipment of silver to the town, the bodyguard Sun Jian stays overnight. In the evening, Yan discovers Ling returning home after a long separation, where she explains that she and her mother had been hiding in the mountains due to her mother's illness. To gather more blankets, she bravely comes back home. Yan accompanies Ling out of the village, but along the way, she is taken by Ma. Yan returns to town to inform Sun about wanting to borrow silver to lure the bandits. Enraged, Sun battles Yan but is subdued. At his wit's end, Sun agrees. An leads his men to the village, using Ling as leverage to raid and seize the escort cart. The silver had already been secretly switched during the night and hidden in a tavern. Yan inquires about An's resting place and goes alone to challenge him. Using his lightness of foot, Yan manages to defeat An in an abandoned temple, freeing the people from harm and uniting with Ling to share a peaceful life together.
