Car salesperson Lee Jeong-soo (played by Ha Jung-woo) rushes to his daughter's birthday party after work. While passing through the newly opened Hae-tu Tunnel, he is suddenly swept up in a violent earthquake, leading him to experience the most isolated thirty-five days of his life. The only thing he can do at this moment is call 119 for help. The news of the tunnel collapse attracts widespread attention, drawing in search and rescue teams, a swarm of sensationalist media, and officials looking to increase their political capital through the situation. Rescue team leader Kim Dae-kyung (played by Oh Dal-soo) must not only devise a rescue plan but also manage the reporters on the scene and report back to the attention-seeking officials. Adverse weather complicates the rescue efforts even further. After finally beginning excavation to save the victims, they discover that the tunnel is a poorly constructed project. A series of setbacks extinguishes hope one after another. To make matters worse, the rescue team's leader dies in the line of duty, and the enormous expenditure from the national treasury leads to public scrutiny, forcing Lee Jeong-soo's helpless wife, Seo-hyun (played by Bae Doona), to sign a consent form to abandon the rescue.
