The Chinese martial arts team performs in San Francisco, receiving loud cheers for martial arts champion Li Guonan (played by Jet Li). Ayo (played by Stephen Chow) in the audience is greatly impressed. Wang Wei (played by Dicky Cheung), a member of the martial arts team, feels increasingly frustrated about his dim future as he grows older. During the martial arts team’s boarding to return to China, Wang Wei decides to stay in America. Guonan tries to persuade him to stay, but ends up being stuck in the U.S. himself. At the airport, Wang Wei assaults an officer while trying to escape, resulting in Guonan's arrest by the police and facing imprisonment. Introduced by his relative A-Ping, Wang Wei joins a gang led by Chinese boss Ma Ke, while Guonan utilizes the opportunity of a police car accident to make a daring escape. Guonan tries to find out Wang Wei's whereabouts through A-Ping, but the latter is killed in a gang-related feud. A-Ping's sister A-Ling (played by Annie Lee) comes from Vietnam to the U.S., losing her only support. Wang Wei rises in the gang, taking charge, while A-Ling becomes Ma Ke's lover to survive. Meanwhile, Guonan stays at Ayo's small shop, making a living and looking for a chance to go home. Ayo finds Wang Wei's drugs during a brawl, bringing the fates of these scattered Chinese people together once again...
