Stone (Nicolas Cage) and Waters (Elijah Wood) are two unnoticed police officers who spend their days doing dull administrative work and make extra money by selling information about civil service exams. When Stone hears about a drug dealer who paid a high bail, the two friends decide to go after this cash.
