In the 1960s, American influence infiltrated Asia, prompting the government to implement a top-secret program—the Soldier Reconstruction Program—to create cold-blooded, ruthless, and powerful super soldiers through drug injections and other means. As the technology improved, under the leadership of Dr. Robert Collin, the White Tower Project was initiated, successfully creating a more perfect second-generation super soldier. However, after an incident, 12 second-generation soldiers went rogue, and Dr. Collin, suspected of treason, was expelled to Eastern Europe. Shortly after, the reconstructed soldiers took over Chernobyl, and the U.S. military decided to send four remaining first-generation soldiers to defeat these dangerous monsters, but they were all ruthlessly slaughtered.
