In late Qing Dynasty Hong Kong, the districts of Upper, Middle, and Western Ring were collectively known as "The Three Rings of Suppression." The assistant secretly colluded with the Western Ring bully Gou Xintiger, leading to a chaotic law and order situation. Officer Ma Rulong (Jackie Chan) was tasked with taking over the Western Ring, quickly arresting Gou Xintiger, which brought the wrath of "The Three Rings of Suppression."
