In the casino, everyone knows the infamous Brother Tai and his capable subordinates, Xu Qiang and Duan Zhiyong. During a gambling session, the two help Tai cheat Uncle Biao out of a huge sum of money, keeping part of it for themselves, thus sowing the seeds of disaster. Young girl Ice Chan mistakenly believes Yong is Tai's son. To avenge her father's death at Tai's hands, she pretends to get close to Yong, who thinks he is having an affair. Years ago, Chen's father and Tai were like brothers, but during a gambling session, Tai killed Chen's father to save himself. Ice escapes to America, honing her skills. This time she returns to Hong Kong with the intention of taking down Tai. Yong frequently associates with Ice, and with Qiang wanting to immigrate to Canada, Tai grows dissatisfied and realizes he can no longer trust the two of them. Tai informs Uncle Biao, and they conspire to eliminate Yong and Qiang. On their way, Qiang is severely injured in a car accident, while Yong is captured and tortured, ultimately succumbing to his injuries. Before dying, Yong tells Ice to give a video recording to Qiang, which should then be handed over to the police to bring Tai and Biao to justice. The process is fraught with peril, leading to a fallout between Biao and Tai. Ice and others wait for the opportunity to take down Tai, and the police arrive just in time to arrest Biao and his gang.
