Scientists have developed a bacterium that can produce biochemical weapons. Anyone infected with this bacterium will, in a very short time, suffer from multiple incurable diseases and die. If this biochemical weapon falls into the hands of malicious individuals, the consequences are unimaginable, leading to a battle for biochemical weapons among various countries. Jack (played by Steven Seagal) was once a CIA agent, and while being manipulated, he inadvertently placed a container filled with the bacterium into his travel bag.
