In 1930s old Shanghai, various forces are entangled and intricate. A young man from the countryside, Xiao Hu (Yuan Biao), arrives in Shanghai to find his brother Da Hu (Lin Zhi Xiang), who serves as a colonel in the British Concession. However, on the night of his arrival, he encounters a gunfight, where both sides clash fiercely over a large overseas donation, resulting in numerous casualties. With the help of friends he met at the circus, Xiao Hu successfully finds his brother. Da Hu is upright and detests evil, but in such chaotic times, his power is limited. Unable to eliminate drug smuggling activities in the concession, he is assigned by his superiors to protect the goddaughter of the wealthy tycoon Jin Ye (Hung Jin Bao), Song Bi Jun (Anita Mui), who has returned from overseas.
