In 1930s old Shanghai, various forces are entangled and intricate. A young man from the countryside, Xiao Hu (Yuan Biao), arrives in Shanghai to find his brother Da Hu (Lin Zhi Xiang), who serves as a colonel in the British Concession. However, on the night of his arrival, he encounters a gunfight, where both sides clash fiercely over a large overseas donation, resulting in numerous casualties.
