The Gambling King arrives at the "Golden Hook Casino" with his nephew Liu Feng and cousin Ling Lan carrying a money box. His opponents are Japanese players Ono and Yamamoto. After a round of skillful play, the Gambling King wins all the money and leaves triumphantly. Returning to the casino against the advice of officer Luo Yi, the Gambling King still seeks to gamble at the Golden Hook Casino. It turns out that a friend of the Gambling King was killed by the Japanese, who stole the money meant for buying medicine for the war front; he is determined to recover this debt. Yamamoto, with a face full of anger, feels quite pleased to see the Gambling King and his companions. He looks at the two dice in Miss Lianxin's white bowl, which both show six points, revealing a sly grin. The Gambling King sees through his trick, outsmarts Yamamoto, leaving him dumbfounded. The Gambling King, along with Liu Feng and Ling Lan, rushes out of the casino with bags full of money. Enraged, Yamamoto presses Miss Lianxin for answers, while a limping old man, who sweeps the floor, painfully advises Miss Lianxin to go to the Gambling King. Ono and Yamamoto's superior, Kameda, invites a Korean gambling master known as "All Cleared" to compete, wagering the Emperor's sword as well as the Gambling King's treasured nightlight cup to settle the score. The Gambling King and All Cleared sit at opposite ends, and the Gambling King raises his cup and drinks in one gulp. At this moment, Liu Feng, Ling Lan, and a Japanese ronin engage in a fight, and All Cleared takes away the nightlight cup, saying they will settle the scores another day. Outside, All Cleared sees a juggler in a big doll mask perform tricks. When the juggler grabs at his chest, the nightlight cup ends up in the juggler's hands, and by the time All Cleared realizes something is wrong, the Gambling King and the others have vanished. Late at night, the Gambling King sneaks into All Cleared's residence, and they start fighting. The patrolling officers arrive and arrest the two. The two officers remove their disguises, revealing that they are Liu Feng and the driver. After a heartfelt conversation between the Gambling King and Miss Lianxin, All Cleared is persuaded and throws the Emperor's sword into the lake. The Gambling King hands the money to Luo Yi and sends Liu Feng to the base. On the way back, the limping old man informs the Gambling King that Miss Lianxin and Ling Lan have been kidnapped by the Japanese. The Gambling King rushes to the casino and sees them hanging from the beams, while the limping old man in a kimono has a murderous expression; he is actually Kameda, the leader of the Black Dragon Society. In the fierce battle, Ling Lan is fatally wounded while protecting the Gambling King, and the injured Lianxin struggles to pull the trigger, killing Kameda. Luo Yi arrives just in time to rescue the Gambling King. After the gunfight, the casino falls silent.
