In 1943, a significant change occurred in the situation of the War of Resistance. The once aggressive Japanese imperialism, caught in difficulties on the battlefield of World War II, began to mobilize a large number of troops from the Chinese mainland to the Pacific. The provincial capital, which had been tightly controlled by the Japanese invaders, was handed over to the command of local puppet troops.
