In 1963, in a rural area of Jiangnan. Village Party Secretary Jiang Shuiying (played by Li Bingshu) returned from an anti-drought meeting at the county committee. As she conveyed the information, team leader Li Zhitian opposed the decision to build a dam and divert the river, which would result in the loss of 300 acres of high-yield farmland and a brick kiln in the village.
