In Hong Kong at the end of the 1950s and the beginning of the 1960s, police and gangsters colluded, creating a chaotic atmosphere. Among them, Kowloon Walled City was a terrifying place filled with dangers. Young men Ah Hao (played by Lau Ching-wan) and Ah Lok (played by Anthony Wong) accidentally mingle in this chaotic environment and become enamored with its lawlessness. They partner up to gamble and con money, drawing the ire of the bookies who hunt them down, and are saved by the local kingpin Fat-Bao. This marks a turning point in their lives. Ah Hao becomes Fat-Bao's disciple and falls in love with Fat-Bao's bold and brave sister-in-law, Ying (played by Poon Chan-lei). He becomes daring and fierce; Ah Lok becomes a police officer and marries Fei Fei (played by Athena Chu), a girl who once had a fling with Ah Hao. To provide a luxurious life for his vain wife, he chooses to succumb to corruption. Two brothers, one from the underworld and the other from the law, work together to forge their own empire...
