In the early 1970s in Hong Kong, before the establishment of the Independent Commission Against Corruption, corruption ran rampant, and people's livelihoods were severely affected. Inspector Wang Yichong (played by Ti Lung) was upright and refused to corrupt practices, making him unpopular with his colleagues and isolated in the police force. During an operation, Wang's subordinate Mo Sen (played by Simon Yam) even shot him from behind, leaving him seriously injured. Meanwhile, Governor MacLehose appointed Sir John Cowperthwaite to investigate corruption in Hong Kong, and his assistant Ma Annie sought Wang's help. Through the investigation, Wang discovered that Mo Sen shot him out of necessity, driven by circumstances. He then approached Mo Sen and selected a group of elite trainees from the police academy to begin gathering evidence against the corruption syndicate, launching the first strike against corruption in Hong Kong!
