Senior Inspector Lo Chung-tin from Hong Kong fled to the United States after violating anti-corruption regulations. His son, Robin, obtained a gang roster in Hong Kong and went to the U.S. hoping to give it to his father to clear his corruption charges. However, gang assassins Ah Kin and Little Wen have been tracking them. Meanwhile, a figure known as the Flower Destroyer, a devil fish, is wreaking havoc in the U.S., harming young women. During these events, Robin's brother Michael and the sister of street queen Big Sister were both murdered. Robin and Big Sister vow to catch the killer. Ah Kin and Little Wen colluded with the American gang to assassinate Lo Chung-tin but failed to find the roster. While Robin was tracing the devil fish's whereabouts, he was again pursued by Ah Kin's team. In a desperate moment, he met Lo's adopted daughter, Shan-shan. Upon learning that she had the roster, Robin and Big Sister, with the help of the police, successfully eliminated the devil fish, while Ah Kin’s group was brought to justice. In the end, Robin, holding the roster, sets off on a new journey alone.
