CIA agent Weller (played by Jean-Claude Van Damme) and his beautiful partner Mel are chased by a mysterious organization while on a mission to protect a confidential document. Mel sacrifices herself, and Weller is arrested. When he wakes up, Weller finds himself imprisoned on a nuclear submarine, which is a secluded black site established by the CIA in the deep sea, and he has become a traitor who has sold state secrets. Besides the torturer agent Patrick, the submarine also houses Weller's mentor Edward, intern Kathy, and the detained German agent Marco (played by Dolph Lundgren). Who among them is an ally, and who is an enemy? Some are interested in the confidential document in Weller's hands, while others are more interested in escaping the deep sea and regaining their freedom.
