As the typhoon passes, the gloomy skies linger over the closed-off island. Inside an old house, several gang members are suddenly attacked. The assailants, swift and skillful, sever the head of the gang leader Ma Tiantai and vanish into the night...The next day, island police officer Xiao He (played by Celina Jade) climbs a tree to rescue her cat and is helped by a passing man who claims to be Abu (played by Wu Jing). The two encounter three ruthless Thai gangsters at a food stall; Xiao He is straightforward but unable to fight back, and Abu steps in to defeat all three. They then temporarily stay at the police station. Abu makes Officer Tai Shan (played by Sammo Hung) jealous, while fellow officers Guan Gong (played by Xu Shaoxiong) and Liang Bao (played by方力申) tease him, bringing some warmth and life to the lonely island police station.Ma Tiantai's widow, Sasaki (played by Aoyama Rinko), orders her subordinate Fei Rong (played by Lam Suet) to bring people to the island to retrieve Ma's head for a complete body. However, Xiao He and Tai Shan discover the hidden corpse while on patrol and take it away, leading Fei Rong and his men to storm the police station to retrieve the body. In the chaos, Liang Bao is shot and dies in the line of duty.With the port reopened, a large number of police officers arrive on the island. Abu is briefly detained and released due to suspicion regarding the decapitation case. Although he can evade the police, he cannot escape Sasaki's pursuit.
