After getting married and having children, Dongdong (played by Anita Mui) lives a life of being a good wife and mother, but the world is not peaceful. Following a nuclear explosion, the world faces a water crisis, yet a mysterious water purification company controls clean water and profits immensely, even stifling the lifeblood of society. At this time, a man named Chang Kong (played by Takeshi Kaneshiro) is pushed to the forefront, becoming the leader of the anti-government forces behind the scenes. However, soon after, Chang Kong is killed, and the assassin frames Dongdong's husband (played by Lau Siu-Ming), who is also the Chief of Police at that time.
