Retired bomb expert Payne (Dennis Hopper) becomes dissatisfied with government retirement policies and develops thoughts of revenge against society. He first installs a bomb in an elevator, taking hostages and demanding a ransom of $1 million, but special officer Jack (Keanu Reeves) dismantles the bomb and rescues the hostages. In the chaos, Payne escapes. Payne does not give up after one plan fails; he continues with his craziness. This time, he blows up a bus and installs a bomb on another bus, which cannot slow down if its speed exceeds 50 miles per hour, or it will cause an explosion. When Jack catches up with this bus, it is already full of passengers and traveling above 50 miles per hour on the highway.
