Oscar (played by David Bennent) comes from a rather absurd family. His mother is in love with her own cousin, but because marriage between close relatives is forbidden, she is forced to marry a businessman. Only his mother knows who Oscar's father is. On his third birthday, his mother gives him a tin drum. Oscar loves it and wears it around his neck all day, playing it. One day, while hiding under the table to play, Oscar discovers the secret between his mother and his uncle. He believes that the adult world is full of deception, so he decides not to grow up anymore. When Oscar jumps from a height, a miracle happens: he no longer grows taller and remains at the height of a three-year-old forever! Oscar also unexpectedly gains a mysterious ability—a high-decibel scream. When he sees his mother meeting with his uncle, he climbs up the clock tower and shatters all the windows with his scream; when his teacher scolds him, his scream breaks the teacher's glasses. Oscar gradually grows up while maintaining the height of a three-year-old.
