After the White Lotus Cult received the order from the Qing Dynasty minister Nalan Yuan Shu (Donnie Yen) to deal with the revolutionaries, they caused chaos in Guangzhou under the slogan "Support Qing and Eliminate the Foreigners," targeting foreign embassies, churches, and even primary school students. Their actions infuriated Wong Fei-Hung (Jet Li), Auntie 13 (Gigi Leung), and Leung Kwan (Mok Siu Chong). At a medical conference, Wong Fei-Hung met revolutionary leader Sun Wen (Zhang Tie Lin), and after realizing that the revolutionaries had a broader vision for saving the country, he decided to help them escape their misfortune. He then stormed the headquarters of the White Lotus Cult to confront the Nine Palaces Patriarch, exposing the superstitious facade, and, seeing the country's decline and the people's ignorance, he was ready to fight Nalan Yuan Shu to the death.
