This time, international policeman Chan Ka-Kui (played by Jackie Chan) is commissioned by the CIA to investigate an international nuclear weapons trafficking group. Initially, both his superior and Ka-Kui think it is nonsense; they simply do not believe that any organization could obtain nuclear weapons from the black market, considering the investigation to involve just a bunch of individuals. However, when Ka-Kui follows the suspect Xu Jie during a transaction and accidentally discovers a Ukrainian nuclear missile base, he realizes the seriousness of the situation. The parties involved in the transaction discover Ka-Kui, and as he tries to escape, he falls into an ice lake, luckily saved by the Russian military. After his recovery, Colonel Grig of the Russian army sends someone to Australia to trace Xu Jie's sister, Annie (played by Wu Chenjun). But just as Ka-Kui arrives in Australia, he becomes the target of a local gang, and he begins to sense that there is more to the event than meets the eye.
