To hunt down international criminals, Russian intelligence agent Igor Klyemenyev (V. Yepifantsev) arrives in Colombia, but the operation fails and all his subordinates are killed. This leads to Igor facing heavy criticism, and he is unable to defend himself, resulting in a demotion. To redeem himself, he takes on the case of Russian oil tycoon Solkin, who is accused of tax evasion and attempting to overthrow the government.
