The Cuban ambassador to the U.S. is assassinated in New York City in front of the head of the Cuban military intelligence, Taurean, and his chief deputy, Don Amberg. U.S. Federal Marshal Mike Towse's trainer, Alex Reed, along with a mid-level CIA official, is assigned to capture the assassin before she strikes again. The CIA suspects the assassination was carried out by Simone Robinet, a young and beautiful French assassin, but Dean does not believe so, as Simone has not been involved in any assassination activities since 1988. Nevertheless, Dean must find Simone in Brooklyn within 48 hours before the U.S.-Cuba summit.
