This is a typical martial arts comedy film from Hong Kong in the 1970s. Con artist Tang Guowen (played by Xu Guanweng) frequently finds himself in and out of prison. When he gets bored, he often performs his tricks to entertain his fellow inmates. Inmate Liu Junjie (played by Xu Guanjie) greatly admires Guowen’s skills and hopes to partner with him to make a lot of money after his release. Guowen doesn’t agree because con artists usually work alone. After both are released, Junjie gathers a group of con artists to bet against Guowen. Guowen manages to defeat them by bribing the dancer Peipei, who is present. Junjie is even more impressed with Guowen and proposes they team up again. Unable to resist Junjie’s persistence, Guowen finally agrees. The two plan to take on the local bully Boss Quan. To gather betting funds, they participate in a prize game on a TV station, and Guowen, using his clever mind, successfully wins the prize money. The day to bet against Boss Quan arrives.
