In the first film, Mark (played by Chow Yun-fat) dies in a hail of bullets. Sung Tse-Ho (played by Ti Lung) and his brother Sung Tse-Kit (played by Leslie Cheung) reconcile their differences, and the story of heroes continues. The police suspect that Sung Tse-Ho's mentor, Lung Si (played by Shih Kien), is using the shipyard as a cover to secretly manipulate a counterfeiting ring, sending Sung Tse-Kit to get close to Lung Si's daughter, Xiao Hui, to act as an undercover agent. To ensure his brother's safety, Sung Tse-Ho has to be released on parole to assist the police in their investigation. In reality, Lung Si is unaware of his subordinates' criminal activities; he is framed by his confidant Gao Ying-Pei, forcing him to flee to New York. The victimization of his daughter drives him to madness, but with the help and protection of Mark's brother Ah Jian (played by Chow Yun-fat), he gradually regains his sanity. Out of moral obligation, Ah Jian gives up his long-time restaurant business and returns to Hong Kong with Lung Si. Back in Hong Kong, the Sung brothers narrowly earn Gao Ying-Pei's trust, obtaining evidence of the counterfeiting ring's crimes. After meeting up with Ah Jian and Lung Si, the four of them plan an explosive act of revenge, paying in blood and even lives.
