In Hong Kong, a key member of an international counterfeit money group, Song Zihua (played by Ti Lung), has a brotherly bond with Mark (played by Chow Yun-fat). During a transaction in Taipei, Song Zihua is betrayed by his subordinate, Tan Cheng (played by Li Zixiong), shot, and imprisoned. To avenge his good brother, Mark travels to Taiwan alone but ends up crippled, causing his status in the underworld to plummet. Shortly after, Song Zihua's father also dies. After learning his brother's true identity, Song Zijie (played by Leslie Cheung), who has always admired Song Zihua, develops a deep hatred for the mafia and vows to eradicate their influence using his police identity. After Song Zihua is released from prison, he ignores Mark's advice to rebuild his glory and decides to turn away from darkness, but can't gain Song Zijie's forgiveness.
