The waste produced by the chemical plant of the Wah's Enterprises has polluted the nearby fishing grounds. The manager of the fishing grounds, Ah Xian (Yip Tak Sin), filed a petition in court to prohibit the plant from continuing its production. To resolve the trouble, Wah's Enterprises hired lawyer Ah Lung (Jackie Chan) to handle the case and authorized him to purchase the fishing grounds. Ah Lung enlisted the help of his friends Huang Fei Hong (Sammo Hung) and Ah Biu (Yuen Biao); the former is skilled in martial arts while the latter, although nimble, is not very bright. Ah Biu set up listening devices at the fishing grounds, while Huang Fei Hong sought ways to get close to Ah Xian, trying to persuade her to sell the fishing grounds. Ah Xian also enlisted the help of her cousin, water quality expert Mei Ling (Yang Bao Ling). At first sight of Mei Ling, Ah Lung was deeply attracted to her, and before long, the two fell in love; Huang Fei Hong and Ah Xian's feelings also grew stronger. However, Ah Biu accidentally revealed the true intentions of the three, leading to Ah Xian and Mei Ling feeling disappointed and cutting ties with Ah Lung and Huang Fei Hong. This incident prompted Ah Lung's group to uncover the factory's hidden secrets.
