Inspector Mike (played by Wong Ming Tak) is reassigned to the complex environment of the Hong Fan District, where he becomes the leader of a group of unruly rookie officers. Among them, the most troublesome is the notorious Lau Kwai Dong (played by Anthony Wong), who previously allowed his gangster friend Roy (played by Zhang Yao Yang) to escape after committing murder. When Mike first arrives, he faces many hardships caused by Lau. The scheming Tsu Ding Wah (played by Tam Yiu Man), a confidant of Roy, rises to power amid the chaos, becoming the top enemy in Mike's eyes. Mike develops genuine feelings for YoYo while trying to gather evidence against Tsu Ding Wah. After fleeing back to Hong Kong, Roy learns that Mike is involved with someone else and, furious, seeks revenge on Mike but ends up being killed by Tsu Ding Wah. Upon learning of his friend's death, Lau becomes enraged and single-handedly storms Tsu Ding Wah's lair, turning the policeman into a beast.
