In 1928, the Japanese translator of the puppet Manchukuo, Itami Hidehiko (Nakamura Toru), left his Chinese lover Ding Hui (Zhang Ziyi) and returned to Japan. Years later, when he returned to Shanghai, he had transformed into a high-ranking spy. Meanwhile, Ding Hui had become a member of an underground anti-Japanese organization and was in love with its leader, Xie Ming (Feng Yuanzheng). When the anti-Japanese organization went to the train station to pick up the assassin hired to kill Japanese intelligence officer Yamamoto, they mistakenly identified him as a minor employee, Situ (Liu Ye). In the chaos, Ding Hui accidentally killed Situ's girlfriend, Yi Ling (Li Bingbing), and Situ was captured by Itami Hidehiko. After being released, Situ, confused by a series of encounters, vowed to avenge Yi Ling. Ding Hui and Itami Hidehiko reunited, becoming important pawns in a game between two rival forces, while she herself was tormented by guilt for the accidental killing of an innocent person. At a ball hosted by a Japanese club, Itami Hidehiko informed Ding Hui that Yamamoto and Xie Ming were both dead. Shocked, Ding Hui wanted to assassinate Itami Hidehiko just as Situ burst into the ball with a gun.
