In the early 1960s, at the Shenzhen port. Public security officer Li Minggang (played by Lin Lan) confiscates a swapped handbag containing explosives and detonators. Investigations reveal that the handbag belongs to Lin Deqiang (played by Jian Ruichao), an old worker, and his nephew Lin Yonggui (played by Gu Langhui). They are immediately captured and interrogated, where Lin reveals a plan to blow up a power plant before National Day. Li Minggang uses this to lure the intelligence agency into sending agents quickly. Soon after, female agent Xu Ying (played by Hong Bing) sneaks back into the mainland, infiltrating the home of infiltrated agent Qian Jiarun (played by Shi Jin).
