The film's story takes place in the fictional country of Laika and Hong Kong, China. Ungraduated police academy student Ah Shan (played by Gu Bin) is suddenly tasked with helping criminal group leader Ah Tian (played by Andy On) remove obstacles in prison, while seeking to get close to him and gain his trust to collect evidence against the crime organization. After their release from prison, Ah Shan assists Brother Tian in rising through the ranks of the criminal group in Hong Kong.
