Jackal (Takeshi Kaneshiro), Cash (Jordan Chan), Titan (Wang Hexi), and their secret leader Sam (Gigi Leung), who they have never met, are invited by Stanley (Fang Zhongxin), the head of the intelligence unit of the Hong Kong police. It turns out that Stanley is blackmailing them with evidence of their past crimes and freezing their accounts, forcing them to steal counterfeit pound note templates for the police. They recruit a deaf-mute electronic expert, Phoenix (Li Qihong), and after the five of them successfully obtain the templates, they meet Stanley for the transaction at the agreed location, only to be greeted by a bomb that kills Phoenix on the spot. It turns out that Stanley had already resigned, and they are now wanted by the Hong Kong police intelligence unit and the government.
