As the New Year approaches, the cultural palace is preparing for a grand New Year's Eve banquet. Ogul (Igor Ilyinsky) is the newly appointed director of the cultural palace. This serious man decides to review all the performances for the banquet and deliver a 40-minute academic speech on New Year's Eve. Everything at the banquet makes Ogul very unhappy— the actresses' skirts are too short, the band plays songs that are too flashy and superficial, and participants want to wear extravagant carnival masks to hide their faces.
