On the eastern coastal area of Zhejiang before liberation, fisherman Li Baishi (played by Yu Wenzhong) can no longer endure the oppression from the fishing overlord Chen Zhanao (played by Li Lin). Together with Uncle Liu (played by Wang Binghuo), they organize the fishermen to fight back, but they are killed by sea bandits.
