John (played by Simon Yam), who escaped from Vietnam, helps out on his brother's Philippine cargo ship, only to discover that his brother is involved in murder and smuggling, making a fortune while accumulating blood debts. One day, while en route to Hong Kong, the cargo ship encounters a group of Vietnamese refugees stranded at sea. The crew pretends to rescue them, but once the refugees are onboard, they reveal their true intentions. John recognizes his old friend Garry (played by Anthony Chau-Sang), and risks his life to save him, but Garry loses his memory during the impact. The cargo ship is inspected at the Hong Kong dock, and the unidentified Garry injures a police officer and jumps overboard to escape, leading to the ship being detained by the authorities. The captain and crew are fearful that Garry will expose their murder and smuggling activities, and they send crew members to hunt him down. In the following days, a series of murders occur at the dock. The female inspector from the Hong Kong police (played by Judy Yang) investigates and learns of Garry's connection to the escape, immediately launching a manhunt, but during the process discovers deeper secrets...
