The story takes place in Haeundae, Busan, South Korea. In the 2004 Indonesian tsunami, Captain Won-sik (played by Sol Kyung-gu) mistakenly causes the death of Yeon-hee’s (played by Ha Ji-won) father. He harbors deep guilt and takes meticulous care of this neighbor sister, slowly developing feelings for her. However, Won-sik's high school classmate, Oh Dong-chul (played by Kim In-kwon), is not optimistic about this ill-fated couple. Won-sik's brother, Hyung-sik (played by Lee Min-ki), is a lifeguard at sea. During a rescue operation, he meets the wealthy young lady Kim Hee-mi (played by Kang Yi-won), and they create many misunderstandings in their complicated relationship. Virgin (played by Yoon Jung-hee) promotes Haeundae as an ambassador for becoming a tourist attraction for the World Expo. She has a daughter with her ex-husband, Dr. Kim Hwi (played by Park Jong-hoon), a geological expert at the International Ocean Research Institute, but she has since found another partner. Dr. Kim is very troubled by this, and he discovers during his observations that the geological situation of Pulau Penang and Haeundae’s eastern sea is remarkably similar to that of the 2004 Indonesian tsunami. A rare, enormous tsunami is approaching Haeundae, but the Disaster Prevention Department remains indifferent…
