The story takes place in 1963, during the Cold War, where a mute woman named Elisa (played by Sally Hawkins) works as a cleaning lady in a government laboratory. A major illness in her childhood took away Elisa's voice, and since then, she has lived a lonely life in silence, with her only friends being an aging painter (played by Richard Jenkins) and her colleague Zelda (played by Octavia Spencer). One day, an alarm goes off in the laboratory, and a mysterious tank filled with water is brought in. Elisa is shocked to discover that the tank contains a strange creature that is half human and half fish. Led by Richard (played by Michael Shannon), the team of scientists aims to extract substances from this creature that could be used to create biological weapons, but to Elisa, it is just another lonely being like herself. As time passes, a bond begins to form between Elisa and the creature.
