Detective Hua Zhang Tiezhu (played by Li Xiuxian) has worked hard for over a decade to achieve the rank of detective. He is staunchly against evil and does not curry favor, often clashing with the new Inspector Lo Sir. After working hard to solve a case, he finds himself facing difficulties imposed by Lo. Meanwhile, the gangster known as "Judge" (played by Cheng Kui'an) and his gang are buying guns and planning a major operation. Car thief Wai Zai (played by Stephen Chow) is taken in as an assistant by the Judge, providing him with vehicles for criminal activities. The Judge and his henchmen, including the mad bull (played by Huang Guangliang) and Chicken Wing (played by He Jiajun), rob gambling dens. On the same day, Wai Zai gets caught for car theft by Zhang Tiezhu, leading to his imprisonment. When the gambling den incident occurs, Lo disregards Zhang's testimony and makes Wai Zai a suspect, much to the dissatisfaction of both Zhang and Wai Zai. Zhang Tiezhu releases Wai Zai and asks him to cooperate in capturing the Judge and his gang. Armed with new weapons, the Judge's gang becomes increasingly brazen and engages in shootouts with other gangs. Wai Zai gets embroiled in a murder case and has no choice but to cooperate with Zhang Tiezhu; thus, a cop and a thief begin their unlikely partnership...
