The film tells the legendary story of the famous general Qi Jiguang's southern expedition against the Wokou to restore peace to the coastal areas. During the mid-Ming Dynasty, in the Jiajing period, local governments were corrupt, and the morale of the Ming soldiers was low, allowing the Wokou to invade repeatedly along the southeast coast. At this time of internal strife and external threats, Qi Jiguang (played by Zhao Wenzhuo) was appointed in a crisis and, together with Yu Dayou (played by Sammo Hung), independently recruited 3,000 villagers from Yiwu.
