This film tells the story of the early 21st century when a civil war broke out in the United States, as a dictatorship overthrew the democratic system and claimed to be the Congressional oversight. Various heroes rose up against the tyranny, and nationwide chaos ensued, with martial law being implemented more strictly in various places. The only free city, Steel Harbor, was a chaotic mix of people. The Fire Phoenix operates a bar here, working part-time as an enforcer alongside a group of rebels. Aisling is a freedom fighter who once had a romance with the Fire Phoenix. She helps Dr. Dai, a female scientist, escape from Washington and flees to Steel Harbor. In their desperation, she seeks help from the Fire Phoenix, and a subtle feeling develops between the two as they spend time together.
