In the 1940s, Shanghai was in a period of isolation. Various forces were entangled, each having names yet remaining nameless, influencing the course of history from different positions. The evil organization, the Intelligence Agency No. 76, located in the concession, acted under the orders of the Wang puppet government and served Japanese imperialism. The head of No. 76, Mr. He (played by Tony Leung), is eloquent and smooth-talking, navigating between Japanese intelligence chief Nakanishi (played by Hiroyuki Mori) and opportunist Minister Tang (played by Da Peng), while his smile seems to hide deeper meanings.
