The lone assassin, Ken Tsuruma (played by Shinichi Chiba), receives a new mission. He deliberately commits a crime by entering a police station and kills a suspect in broad daylight, then successfully murders another foreigner carrying a golden Buddha. His audacious actions and outstanding skills attract the attention of Officer Nanakamura Shichiro (played by Naoki Shima), who wishes to continue the investigation but does not receive support from his superiors. He resigns to conduct an independent investigation and learns about Tsuruma's background from his mentor, the dojo head Masamitsu (played by Masakatsu Suzuki). The mastermind behind the two murders is Ota Kuro (played by Hiroshi Tanaka), the head of the Dragon and Tiger Hall, who outwardly runs a mixed martial arts center while secretly engaging in illegal activities. He invites Masamitsu's dojo to participate in the construction of the center, but after being rejected, Ota Kuro then demands Tsuruma to kill Masamitsu.
