In a small town in Virginia during the 1920s, miners dissatisfied with their miserable conditions go on strike. The strike is led primarily by white miners, while Italian immigrants continue to work in the mines, and Black miners are viewed as scabs by the white miners. Joe, a pacifist labor leader, comes to this town hoping to organize the workers and negotiate with the mine owners using peaceful, rational, and non-violent means. He succeeds in uniting both white and Black miners, making them realize that solidarity is their strongest weapon, but ultimately he fails. His pacifist ideals cannot withstand the harsh realities, and he is shot during an unavoidable gunfight.
