In the mid-Qing Dynasty, the Grand Qing River experienced a major flood, and the magistrate of Shengfang County, Li Mancang, took advantage of the situation to engage in corruption, exacerbating the disaster. To investigate the situation among the people, Emperor Qianlong disguised himself and toured the area of Shengfang, known as "Shengshui Hefang," accompanied by the princess and his personal bodyguards. Unexpectedly, this news was intercepted by the anti-Qing restoration group, the Tiandihui, and the Eastern Yi pirates who despised the Qing government's suppression policies. A shocking assassination plot began to unfold… On the night when Qianlong and his party stayed at the Xiangzhai Inn in Shengfang, they were attacked by Jiang Shicheng, a disciple of Xue Shuying and the chief of the Tiandihui. Out of old feelings and in an effort to reform him, Xue Shuying spared Jiang Shicheng. On the way back, Xue Shuying obtained the bookkeeping of Li Mancang’s corruption from the "righteous thief" known as the Lone Ranger and learned that Yamamoto Taro had brought three hundred warriors to assassinate Qianlong. Disregarding Xue Shuying's advice, Qianlong insisted on going to the government office to punish Li Mancang severely. Unbeknownst to him, Li Mancang had already colluded with the Japanese pirates, laying a big trap for Qianlong and his people. The son of the former Minister of Rites, Zuo Kuang, sought revenge for his father and also came to assassinate Qianlong, but he was captured. However, he learned from Qianlong that his father was killed due to treachery by a traitorous minister while resisting the Japanese. Zuo Kuang fell into confusion and unexpectedly met the Lone Ranger. Persuaded by the Lone Ranger, he became a guard for Qianlong. Due to natural disasters and human calamities, some refugees from Henan and Shandong fled to Shengfang. Renowned physician Wu Daochun used ancestral secret recipes to help many refugees for free. During the assassination, Wu Shuying happened to encounter the situation, and to save the renowned physician, she was attacked by the killer. To enhance his strength for assassinating Qianlong, Yamamoto Taro sought an alliance with the Tiandihui but was firmly rejected by Jiang Shicheng. Subsequently, Yamamoto Taro bribed Deputy Chief Yang and directed Japanese warriors to kill Jiang Shicheng's wife, attempting to frame Wu Shuying.
