Before ascending the throne, the young heir Victoria (Emily Blunt) is unhappy with her mother, the Duchess of Kent and Strathearn (Miranda Richardson), who is manipulating her through her private adviser, Sir John Conroy (Mark Strong), to force her to sign the Regency Agreement. At this time, lonely Victoria meets her cousin, Prince Albert of Saxe-Coburg and Gotha (Rupert Friend), for the first time. In 1836, Queen Victoria ascends the throne, with affairs of state primarily assisted by Lord Melbourne (Paul Bettany), but various political forces are in turmoil. An anxious Victoria writes to request Prince Albert to come from Belgium to England, and the two marry in 1840. After marriage, Albert finds that, as a foreigner, he has not fully been accepted, and Victoria often asserts her royal authority during their disputes, until an assassination attempt makes Victoria realize Albert's significant role in her life.
