After the death of her husband, Queen Victoria (played by Judi Dench) falls into deep sorrow and is unable to extricate herself. She is unwilling to govern and retreats to Scotland to live a reclusive life, which worries her ministers. To help the queen with her emotional struggle, the ministers bring in Mr. Brown (played by Billy Connolly), a servant who once attended the king, to keep her company.
