Kong Fansen is going to his post in Ali, a place with high altitude, vast land, and sparse population. Kong Fansen's family hopes he can transfer back to his hometown in Shandong. The beautiful scenery of Ali lifts Kong Fansen's spirits, and at the same time, he realizes his mission. After taking office, he discovers that there is a lack of electricity and comfortable amenities, and many officials want to transfer out.
