As night falls over New York, the city transforms into a crime-ridden landscape. Chinese-American cop Billy Wong (played by Jackie Chan) and his colleagues celebrate their tenth anniversary in America at a bar, only for them to be ambushed by a group of robbers that results in the death of a colleague. Enraged, Billy exacts justice on the criminals, which angers his superior, leading to a punishment assignment to maintain order at a fashion show hosted by tycoon Shapiro. During the event, Shapiro's daughter, Rona, is abducted by a group. Moreover, Shapiro's bodyguard Benny made multiple calls to Hong Kong before the incident. Various indicators suggest Shapiro had collaborated with Hong Kong's top drug lord, Gao Weiluo (played by Joe Chung), and a dispute between them may have caused the kidnapping. Billy and his partner Danny (played by Danny Aiello) travel to Hong Kong, where they find Gao Weiluo's former partners, Li Xing and He Tian's daughter, He Meifang (played by Sally Yeh), in hopes of obtaining leads. Gao Weiluo quickly sends assassins after Billy and Danny, as well as their former partners.
