Colonel Katherine Powell (Helen Mirren) has been leading a British intelligence unit in the hunt for a female terrorist for six years. With the assistance of the US military, they engage in high-altitude surveillance and finally spot a figure resembling her at a secret base. Just as the special forces prepare to capture her alive, the surveillance team unexpectedly discovers that the terrorist is conspiring with others to carry out a suicide bombing.
